Leadership Team Biographies

 

David Matear - CEO
  Dr. David Matear
Chief Executive Officer
Dr. David Matear BDS, BMSc, DDPH, MSc, PhD, MCMI, MIHM, FRSPH, FACHE, has more than 30 years of Canadian and international experience in health care. He has a unique combination of senior leadership experience in policy, project management, change management, clinical, consulting, university, military and community involvement settings in Canada, England, United Arab Emirates and the United States. Most recently, he led California Department of Public Health technical assistance teams in support of health-care systems and he served on the State Health and Human Services COVID planning team, two major initiatives in the COVID response for the state of California. He has also served as executive director, hospitals and community integrated services for Interior Health (IH) West in British Columbia. While there, he planned and introduced a collaborative strategic and operational leadership model among a broad representation of internal and external stakeholders including Indigenous communities and patient voices. As senior operating director in Fort McMurray, AB, David acted as the incident commander for Alberta Health Services during the fire that swept through that community. It was the largest natural disaster in Alberta’s history.

David successfully lead the evacuation of health care services and repatriation of these services during the largest natural disaster in Alberta’s history. David holds extensive educational credentials including a PhD in health-care administration, a BDS in dentistry and certification in health-care management and change management.
 
 Randy Dallinger Randy Dallinger
Lead Human Resources
  
Prior to joining Interlake-Eastern RHA, Randy was with Diagnostic Services of Manitoba as their director of human resources. In addition, Randy worked as a board officer for the Manitoba Labour Board and was a manager in labour relations with Air Canada and several other key human resource related positions over the years.
   
 MarionEllis   Marion Ellis
Regional Lead, Health Services - Public Health, Acute Care & Chief Nursing Officer

Marion (RN, BScN, MN) has almost 30 years’ nursing leadership experience comprising 21 years of senior leadership experience including the positions of executive director of clinical services for the Northern RHA and vice president of acute care & chief nursing officer for the former Burntwood RHA. She began her nursing career in the United Kingdom, where she graduated with a diploma in nursing. In addition, she completed her BScN with distinction from Brandon University. Marion has also completed her master's degree in nursing administration from the University of Manitoba. She has a proven reputation for establishing effective leadership and management teams, as well as engaging communities and staff in working towards improved health outcomes and safe patient care.




Dorothy Forbes 
  Dorothy Forbes, CPA
Regional Lead Corporate Services & Chief Financial Officer
Dorothy has 20 years of experience in the accounting field, including roles in the public accounting, agriculture and finance sectors. In 2011, she joined the health region as an analyst and moved into the regional director of financial services role within six months. During this time, she has led many projects within the region, including the amalgamation of both the finance and payroll departments during 2012 merger.

 GregReid  

  Greg Reid
Regional Lead Health Services Community & Continuing Care 
Greg Reid brings to Interlake-Eastern RHA extensive senior leadership experience in community mental health, crisis stabilization, home care, palliative care and program operations that span rural and urban communities. He has worked in the health-care and social services sector for more than 28 years. Prior to his role with Interlake-Eastern RHA, he had been seconded from the role of director, home care operations and palliative care program with Winnipeg Regional Health Authority to the Addictions Foundation of Manitoba in the role of interim chief operations officer. Greg is also an elected leader in the public education system in Manitoba, serving as a school trustee in Seine River School Division. He currently serves as human resources committee chair and bargaining lead, having served as vice-chair of the board the past three years. Greg is an active-practicing member of the Manitoba College of Social Workers and is a graduate student at the University of Manitoba, in the final year of the Master of Public Administration Program.

Myron   Dr. Myron Thiessen
Regional Lead Medical Services, Chief Medical Officer

Myron grew up in the Roseau River area of Manitoba and graduated from the University of Manitoba Faculty of Medicine in 1988. He joined the Steinbach Family Medical Clinic in 1990 and practiced medicine full-time until 2008 when he reduced his practice to part-time because he joined the former South Eastman RHA as their part-time VP medical services. He moved to a full-time VP medical services role with South Eastman RHA in March 2012 and remained VP medical services with Southern RHA after the RHA amalgamations in May 2012.

Myron has held various leadership roles as president of medical staff and then chief of staff at Steinbach's Bethesda Hospital. Most recently, he has been accredited as a Canadian Certified Physician Executive, one of only a handful of physicians in Manitoba who have achieved this Canadian Medical Association designation.

Implementation Lead Clinical and Preventive Services Plan (CPSP)

Jo-Ann, RN, BN, CRM, works closely with various teams to implement CPSP initiatives across the region to support healthcare transformation. In her previous role she provided leadership in the areas of quality, accreditation, patient safety, performance monitoring, risk management, and decision support. Jo-Ann has also been an Accreditation Canada surveyor since 2005 and has participated in national and international surveys in a number of programs, including acute and long term care, home care and indigenous health. Bringing a rural health care perspective to her work is a priority. Jo-Ann was born and raised in Gimli. She and her family enjoy all that the stunning Interlake-Eastern region has to offer.


   
 BreannZelenitsky Breann Zelenitsky
Acting Regional Lead, Quality Patient Safety and Accreditation

Breann has over 10 years of experience in project coordination and data management in healthcare. She began her career at CancerCare Manitoba, before joining the Interlake-Eastern RHA in 2015. During this time, she has been involved in supporting and leading a variety of initiatives and projects including the Community Health Assessment, Accreditation, and Paramedics Providing Palliative Care Project.
